Maybe it will encourage increased levels of dumping, also there is nothing better to do right now, with nothing being released. Like I'm thinking just put one big list with the names of the games and their region... Then update it when more are discovered.. Example: Beat The Intro (EU)
I think other sites do something like this but I don't care about other sites. Comments and thoughts welcome...
An undumped list won't get those undumps dumped any sooner.
GBATemp already has that list and possibly the biggest rom community around. If the titles they listed are still undumped, chances are they'll never be.
Not saying your idea is stupid, because its not, just saying its pointless.
Edit: Just where the hell is Togo? :\ I have a pretty prime memory and I don't ever remember the country Togo in my geography classes.

And on topic: I think it would be a nice addition to the site. There are a few titles which haven´t been dumped and people asking for them (recently Korg DS10+) , or titles that just haven´t been released to the public (like the demos Stefan (?) was asking for). Maybe make it a sticky so everyone can find it easily.
On the other hand, as Njrg said, you won´t enforce dumping of those roms by naming them.
And just speaking personally for myself, I have no interest whatsoever in rare roms, demos or Pokemon distributions. The stuff that the majority of users are interested in usually also gets dumped and released, if it´s just for competitions´ sake between release groups, so....... blabla, what I wanted to say is: I will not put any effort in compiling such a list and I doubt most of the users here would, but if there are enthusiasts who want to, go ahead, it´d be a nice addition for those looking.

I think most people just want full games that are worth playing. honestly I don't see why they bother to dump all the imagine crap and that stuff.

so here's what I got me: a mario kart red DS phat, EZ-flash (who knows what firmware, I update when I want a newer game, haven't had time in a while), some badass earbuds that make the bass louder, and a 2gb microSD
People dump imagine crap because- I have three nieces ages 5,6 and 8. All with DS's stuck to their faces. All playing imagine crap.
Anything good on their DS's... no.
They are the target audience. We are a minority.
If we were the DS target audience it would be:
Imagine: Forum Troll
that would be amazing. I think that there actually was a game like that one NES or something, it was before my time, so correct if I'm wrong.

Seriously though...I have been keeping quiet about this for quite awhile now.
There are some games that I'd love to see dumped that haven't been, yet I see some of the same games dumped over and over again (different regions) or those damn Imagine games.
