Seriously though, forget paint. I can see what you're going throught with your team as far as graphics are concerned, so I'll give you a few recommendations:
1. GraphicsGale - an absolute essential when it comes to sprite sheets, even the Free version allows numerous importing and exporting options, as well as Onion Skinning. It makes creating a proper animation MUCH easier - no longer will you have to move sprites a pixel to the left or right to keep them centered.
2. Paint .NET will be essential if you can't afford Photoshop. Paint Shop Pro is fantastic aswell and it's a legacy program, so you should be able to "find" it no problemo. It features both Vector and Raster graphics, so you'll be able to scale/resize with no quality loss when working in vectors and convert them to rasters whenever you want.
