According to tech support at Nintendo this error code means that you can't connect to your acces point. Which is weird if you can access the eShop and browser.

I don't think that it has anything to do with the update. Maybe you could try going closer to your router or something like that.

Yeah I tried that too, doesn't change anything, still telling me I'm not online...

Ecact the same thing happened with DSi as well two years ago: internet browser and Flipnote Studio will work, but games get: "no acces point".

See if you use a special character (like "-") in your Wlan or the password. Remove them. If that still doesn't help, you need to call Nintendo custumer servive.

I just put my 3DS in the DMZ of my router and that fixed connection issues I was having. You could be more specific about when you receive that error, though.

I'll try to mess with my router but it's still weird that everywhere else works but the friend list part.

Also when I get into the Friend List
You can see it says im connected at the top, it says i'm offline at the bottom, then after a few seconds I get the error message...

Maybe you should contact Nintendo Support, don't know what caused this. I haven't seen this error for myself yet

If you're not using a hotspot (which I guess you aren't, as you're fiddling with the router to get it to work), the only real options they give you, are these:

    Make sure that the Nintendo 3DS system is within 30 feet of the wireless access point and facing in its general direction.

    
    Make sure that any other interfering devices, such as microwaves and cordless phones, are turned off.

Not very helpful, but still worth checking to see if you're close to a microwave, a huge magnet, or other stuff like that.
