I haven't seen anything about this emulator in this forum, so I thought of giving it a mention on DS-Scene.

When I tested it with the Mario Kart DS E3 demo on a Windows Vista 64-bit PC, it ran the game at full speed, with decent sound and excellent graphics. It seems to be the only emulator that runs this game at full speed and doesn't frame-skip at an unplayable rate.
