The whole point of RPG Maker is to make your own RPG. I think it loses much of its appeal if you can't understand the language. It's not like it has awesome game-play or anything.

Even so, I think you can try to grasp the meaning of everything by simply looking at the graphics.
RPG maker is a great app, and lots of people can use it even if they don't know the language, but only few people can actually create something with it.
I would imagine someone would have to create something quite different than a standard Dragon Quest-esque rpg to get around the language issue. Though I think even fewer will manage to create something in a language they don't read or write. Also RPG Maker without a keyboard is tediousness defined, though the touchscreen might make it tolerable.
dude i would recreate life, make mothra everyones false god and have some b make me waffles every morning. but yea, i know i probably wont understand what to do with menus, but ill pop it in my ds anyways.

Rpg Maker on the Playstation was difficult enough for me in English with their unhelpful instruction manual. Tileset errors? Pathways? Conditions? Breaks? What?? I only enjoyed the small pre-made game it came with, Gobli's Adventure.
